Public Health Advocacy

The New York State Public Health Association (NYSPHA) seeks to support good public health policy that will improve the health of New Yorkers. See below (right) for information on recent positions NYSPHA has taken on public policies. Members are free to call us anytime at (518) 427-5835 to recommend advocacy positions NYSPHA should take and to make us aware of policies that need our support. NYSPHA is pleased to be a voice for public health policy in New York State.

NYSPHA's 2009 Policy Agenda

NYSPHA’s 2009 policy agenda is informed by member input and the degree to which the Association can achieve the greatest public health impact in New York. There are three main priority areas to guide our work: Chronic Disease Prevention, Access to care and Healthcare Reform, and Improve Public Health Infrastructure and Practice

Chronic Disease Prevention

Increase chronic disease prevention efforts with a focus on the most important causes of poor health and chronic diseases, specifically, the prevention and reduction of tobacco dependence, poor nutrition, and sedentary behavior. Policy priorities for the year to address chronic disease prevention are:
  • Maintain or increase funding for chronic disease programs, especially the State’s tobacco control and obesity prevention programs
  • Calorie labeling legislation that will require all chain restaurants to post the caloric content of their items on menus
  • School Nutrition Standards that will prohibit low nutrient snacks and beverages from being available in schools
  • Ban on trans fats in restaurants to reduce the risk of heart disease
  • Ban on the sale of flavored cigarettes which lure children into lifelong addiction

Access to Care and Healthcare Reform

NYSPHA advocates for transforming our healthcare systems to emphasize prevention (primary to tertiary), to be better integrated with public health systems, and to provide universal access to comprehensive healthcare (medical, dental, and mental health) and clinical preventive services. NYSPHA policy priorities for Access to Care and Healthcare Reform are to support the emphasis on prevention in the NYS Department of Health’s Prevention Agenda (http://www.health.state.ny.us/prevention/prevention_agenda/) and to partner with other organizations to pass strong legislation that provides quality, accessible healthcare for all New Yorkers.

Improve Public Health Infrastructure and Practice

A larger investment is required in our public health agencies and programs to equip them with the necessary resources to restore their effectiveness and adequately protect the health of all New Yorkers. NYSPHA’s policy priorities for public health infrastructure and practice include:
  • Strengthening the public health workforce to perform evidence-based health promotion and disease prevention
  • Ensuring ongoing state and local surveillance and reporting so that data is available to monitor public health problems and track results
  • Supporting local health departments to reach a minimum standard of performance and achievement of national accreditation.
